Jordan Securities Commission Enhances Financial Legislation Examination System to Strengthen Professional Competence and Governance

On September 30, 2026, H.E Mr. Emad Abu Haltam, Chairman of the Jordan Securities Commission, inaugurated a new session of the financial legislation examination at the Commission’s headquarters. The session was attended by 39 candidates comprising professionals and prospective professionals in the financial services sector for both Local and Foreign Stock Exchange. The examination is part of the Commission’s efforts to enhance professional competence and strengthen knowledge of the legislation, regulations, and instructions regulating Jordan’s capital market.
Abu Haltam Affirmed that the governance of the Financial Legislation Examination is continuously reviewed to ensure comprehensive development of the examination. This has included reorganizing the process for preparing examination questions, developing their methodology, and reviewing and approving them in accordance with standards characterized by accuracy and objectivity. It has also involved developing procedures for applying to the examination, as well as mechanisms for conducting and administering it and evaluating its results, thereby enhancing integrity and transparency and raising the level of efficiency and organization.
The importance of the Financial Legislation Examination lies in measuring applicants with the legislation, regulations, and instructions relevant to the capital market, and in verifying that they possess the professional knowledge required to perform financial services activities in accordance with the applicable legal and regulatory frameworks. In this context, the Commission continues to develop its examination and professional accreditation system and implement specialized programs, contributing to enhancing legislative and regulatory knowledge, strengthening a culture of compliance and governance, and supporting the continued development of the Jordanian capital market.
He explained that these updates represent a qualitative leap in the Commission’s professional examination system and aim to establish a more structured and effective framework that keeps pace with developments in the capital market and reflects best practices. They also seek to ensure a more accurate and fair assessment of applicants’ knowledge and professional competence.
The Financial Legislation Examination complements a set of examinations offered by the Chartered Institute for Securities & Investment (CISI), covering various levels and areas, including Introduction to Securities and Investment, Risks in Financial Services, Fundamentals of Financial Management, and others.
Candidates who pass the regulations and CISI examinations may apply for accreditation to obtain a license to practice as compliance officer, investment manager, issuance manager, custodian, financial advisor, or investment trustee through licensed financial services companies. According to the approved results, the pass rate was 59%.
