The Jordan Securities Commission organized an introductory workshop for financial services companies at its headquarters yesterday morning. The workshop, held under the patronage of JSC Chairman, HE. Mr. Emad Abu Haltam, and in the presence of HE. JSC Vice Chairman, Engineer Elias Zureikat, and JSC Commissioner HE Dr. Mohammad Abdul Sattar Jaradat with the participation of a number of compliance officers and financial managers from these companies.
At the beginning of the workshop, His Excellency the Chairman of the Securities Commission, Mr. Emad Abu Haltam, delivered an opening speech in which he announced that the new financial solvency standards instructions had been circulated to companies on 24/12/2025 and that companies had been given a grace period of (270) days to implement them and that they would come into effect as of 12/9/2026, as these instructions came with the aim of strengthening the strength of companies and protecting investors while achieving a balance between the requirements of supervision and the ability of companies to conduct their business efficiently.
Abu Haltam explained that the update to the previous instructions was necessary given that they had been in effect since 1995, underscoring the need to modernize the regulatory framework to reflect developments in capital markets, legislative and regulatory requirements, and accounting standards that have evolved over the past three decades. Capital adequacy requirements were introduced and incorporated into solvency requirements, strengthening the regulatory framework and enhancing financial protection and stability. Consequently, the new instructions were named the "Financial Solvency and Capital Adequacy Standards Instructions for 2025."
This workshop was organized as part of the Commission's commitment to enhancing communication and coordination with the companies under its supervision, introducing the new regulatory requirements, explaining the mechanisms for implementing the instructions, and highlighting the most significant updates they contain.
Among the key aspects of the new instructions highlighted during the workshop was the enhancement of the regulatory framework for financial solvency and capital adequacy. The updated framework introduces revised regulatory ratios and thresholds, incorporates specific capital adequacy requirements, and establishes a more risk-sensitive approach by linking regulatory capital requirements to the level of risk exposure of each company. It also strengthens the methodology for calculating liquidity and net equity for the purposes of determining regulatory ratios.
The new instructions further consolidate and formalize a number of regulatory matters that were previously addressed through separate decisions and circulars. These include the regulatory treatment of accounts receivable and provisions for doubtful debts, real estate ownership and applicable holding periods, subordinated loans and their approval requirements, as well as updated mechanisms and reporting templates for submitting financial solvency information to the Commission.
The workshop also addressed the updated financial solvency and capital adequacy model and its accompanying implementation annexes, which form an integral part of the new framework. The model provides a more comprehensive and consistent methodology for calculating regulatory indicators and ratios, promotes standardized application across regulated companies, and strengthens the Authority’s ability to assess and monitor their financial position and risk exposure.
The workshop also provided a platform for direct and constructive engagement with representatives of brokerage firms, enabling participants to raise questions and discuss the practical implications and implementation of the new regulatory requirements. This dialogue supports a consistent understanding of the updated framework across the sector and contributes to strengthening effective implementation and regulatory compliance.
